The U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) invites proposals from U.S. organizations to administer the FY2025 Benjamin A. Gilman International Scholarship Program. The Gilman Program provides critical support to U.S. undergraduate students with high financial need, enabling them to pursue academic studies or internships abroad. The selected organization will be responsible for all aspects of program administration, including outreach, application management, participant support, monitoring, and reporting.
The program aims to develop future American leaders with international skills, broaden the diversity and destinations of U.S. students abroad, and advance U.S. national security and economic prosperity by building global competencies among participants. The cooperative agreement covers the administration of scholarships (including the Gilman-McCain Scholarship for dependents of military families and supplemental awards for critical language study and STEM research), as well as robust recruitment, alumni engagement, and partnership activities.
