The USDA Food and Nutrition Service (FNS) invites applications for the Healthy Fluid Milk Incentives (HFMI) Cooperative Agreement Project for Fiscal Year 2026. This program aims to increase the purchase and consumption of qualifying fluid milk by low-income consumers participating in the Supplemental Nutrition Assistance Program (SNAP) by providing financial incentives at the point of purchase. The project supports USDA’s goals to improve access to healthier food systems and encourage healthy choices among SNAP households.
Eligible projects must partner with SNAP-authorized retailers to implement incentive models (such as automatic discounts or EBT integration) and include outreach, retailer training, and data collection on program outcomes. Priority is given to projects that partner with dairy farmers or target high food insecurity areas.
