This program, administered by the Bureau of Educational and Cultural Affairs (ECA), funds a single organization to implement the FY 2026 TechLeaders: Critical Emerging Technologies Exchange. The initiative aims to bolster U.S. technological leadership and foster global partnerships by hosting approximately 60 foreign STEM professionals (ages 25–40) for a five-week, project-based placement with U.S. mentors and companies. Focus areas include Artificial Intelligence (AI), Space Technology, Biotechnology/Health Technology, Supply Chain/Cold Chain Technology, and Agricultural Technology (AgriTech).
Participants will collaborate with American counterparts to develop actionable solutions in their sectors, while reciprocal exchanges and a post-cohort accelerator will further strengthen global ties and promote U.S.-preferred technology standards. The program is designed to support U.S. national security, economic prosperity, and foreign policy objectives by exporting American expertise, fostering innovation, and countering malign competitor influence in critical technology sectors.
