This federal entitlement grant supports Massachusetts Local Education Agencies (LEAs) in providing a free and appropriate public education (FAPE) to eligible children ages 3 to 5 with disabilities. The grant funds special education and related services designed to meet each child's individual needs in the least restrictive environment (LRE), in accordance with the Individuals with Disabilities Education Act (IDEA) Part B, Section 619, and Massachusetts special education laws and regulations. Funding is intended to improve family engagement, support transitions from early intervention to preschool and kindergarten, and enhance instructional practices to improve outcomes for young children with disabilities. Activities must comply with all federal and state requirements, and funds are to supplement, not supplant, existing resources.
