This grant program provides federal funding (Title I, Part D, Subpart 1) to Massachusetts state agencies operating educational programs for youth in adult correctional facilities and the Department of Youth Services. Its purpose is to help neglected or delinquent youth, ages 12–21 (up to 22 if eligible under an IEP), achieve academic success, prevent dropouts, and support their transition from custody to further education, training, or employment.
