This grant provides federal Title II, Part A funds to Massachusetts school districts to improve systems of support for excellent teaching and leading. Administered by the Massachusetts Department of Elementary and Secondary Education (DESE), the program is designed to enhance educator effectiveness, promote equitable access to effective teachers and leaders—especially for low-income and minority students—and support whole student development and culturally sustaining practices. Funds are intended to supplement, not supplant, non-federal resources, and must be used to advance one or more of DESE’s strategic objectives: supporting the whole student, promoting deeper learning, and developing a diverse and effective workforce.
