Supports projects to improve, restore, and manage aquatic resources, habitats, and water quality on BLM-managed public lands.

No cost share required; individuals and for-profits are not eligible; indirect cost cap for CESU partners is 17.5%.

--- ## Description The Bureau of Land Management (BLM) Aquatic Resources Program funds projects that support the conservation, restoration, and management of riparian and wetland areas, aquatic habitats, and water resources on BLM-managed public lands. The program aims to balance diverse uses—such as mineral, food, timber, and fiber production, wildlife habitat, recreation, and long-term resource sustainability—while ensuring water quality and quantity for beneficial uses. Projects may focus on: - Decision support for environmental reviews and permitting, - Aquatic invasive species management, - Habitat improvements for fish and wildlife, - Restoration of degraded water resources and aquatic ecosystems. Collaboration with federal, state, tribal, local governments, and non-governmental partners is emphasized. Projects must demonstrate clear public benefit and align with BLM’s multiple-use and sustained yield mission. --- ## Due Dates - Applications open: June 23, 2025 - Submission deadline: **July 23, 2025 (by 5:00 p.m. ET)** - No extensions except in extenuating circumstances. - Anticipated project start date: September 1, 2025 - Maximum project end date: September 30, 2030 --- ## Funding Amount - **Estimated total program funding:** $3,000,000 - **Award range:** $25,000 (minimum) to $500,000 (maximum) per project - **Project duration:** Up to 5 years (no later than September 30, 2030) - **No cost sharing or matching required** - **Indirect costs:** CESU partners capped at 17.5% of the indirect cost base per their NICRA --- ## Eligibility Eligible applicants include: - State governments - County governments - City or township governments - Public and state-controlled institutions of higher education - Private institutions of higher education - Native American tribal governments (federally recognized) - Native American tribal organizations (other than federally recognized) - Nonprofits with or without 501(c)(3) status (excluding institutions of higher education) **Not eligible:** - Individuals - For-profit organizations **Special notes:** - Projects hiring interns/crews under the Public Lands Corps Act are not eligible under this NOFO. - CESU (Cooperative Ecosystem Studies Units) partners must specify the CESU network and are subject to an indirect cost cap. - Youth Conservation Corps must apply under a separate NOFO (15.243). --- ## Application Process 1. **Register in SAM.gov** and obtain a Unique Entity Identifier (UEI). 2. **Register with Grants.gov** and create a Workspace (allow up to 30 days). 3. **Prepare application package**, including: - SF-424 (Application for Federal Assistance) - SF-424A (Budget Information – Non-Construction Programs) - SF-LLL (Disclosure of Lobbying Activities, if applicable) - Project abstract and narrative (max 15 pages) - Budget narrative and detail (see [Attachment B Budget Narrative](https://api.atomgrants.com/storage/v1/object/public/grants3-sources/Attachment%20B%20Budget%20Narrative.xlsx)) - Additional forms for research projects (DOI R&D Current and Pending Support, Biographical Sketch) - Supporting documents (CVs, maps, letters of support, proof of status, etc.) 4. **Submit application electronically via [Grants.gov](https://www.grants.gov/search-results-detail/359786)** by the deadline. **Review process:** Applications are screened for eligibility, then evaluated by a merit review committee based on need, technical approach, public benefit, qualifications, and resource leveraging.
