Supports projects to increase the availability and use of native seed for land restoration, disaster recovery, and conservation on public lands.

No cost sharing required; individuals and for-profit organizations are not eligible.

--- ## Description The Bureau of Land Management’s Plant Conservation and Restoration Program (PCRP) funds cooperative agreements to expand the national supply of genetically appropriate native seeds, advance restoration science, and support the recovery and management of public lands. The program aims to: - Stabilize soils and protect public health following wildfires, hurricanes, and other natural disasters. - Meet permitting requirements for energy development. - Improve the market availability of native seed through partnerships with farmers, nonprofits, and small producers. - Restore and maintain public lands for multiple uses including grazing, timber production, wildlife habitat, recreation, and reclamation of orphaned wells and abandoned mines. Priority areas for funding include: - Implementing the National Native Seed Strategy to improve access to native seed for disaster response and recovery. - Supporting local seed collections to increase species diversity and employment opportunities. - Assisting local farmers and nonprofits in establishing native seed production fields. - Supporting nursery production for species unsuitable for direct seeding, aiding post-disaster recovery. - Applied research to lower seed production costs, reduce producer risk, and improve restoration outcomes. - Developing technology and capacity for challenging species and genotypes. - Maintaining populations of special status plant species to prevent regulatory listing. - Improving reclamation practices across BLM programs (e.g., wildlife, minerals, fuels, renewable energy). Projects must demonstrate public benefit, align with BLM priorities, and may include research, technical assistance, training, or direct restoration activities. --- ## Due Dates - Application open: June 23, 2025 - Application deadline: July 23, 2025 (5:00 p.m. Eastern Time) - Anticipated project start date: September 1, 2025 - Maximum project period: up to 5 years (projects must end by September 30, 2030) --- ## Funding Amount - Estimated total program funding: $14,000,000 - Award ceiling: $3,000,000 - Award floor: $10,000 - Typical project duration: up to 5 years - No cost sharing or matching required --- ## Eligibility Eligible applicants include: - State governments - County governments - City or township governments - Public and State controlled institutions of higher education - Private institutions of higher education - Native American tribal governments (Federally recognized) - Native American tribal organizations (other than Federally recognized) - Nonprofits with or without 501(c)(3) status (excluding institutions of higher education) **Not eligible:** - Individuals - For-profit organizations **Additional notes:** - Entities hiring interns/crews under the Public Lands Corps Act are not eligible under this NOFO. - Youth Conservation Corps may only apply under a separate NOFO (15.243). - Cooperative Ecosystem Studies Units (CESUs): Indirect costs capped at 17.5% if awarded under a CESU agreement. --- ## Application Process - **Submission:** Applications must be submitted electronically via [Grants.gov](https://www.grants.gov/search-results-detail/359779) by the deadline. - **Registration:** Applicants must be registered in [SAM.gov](https://sam.gov/) and have a Unique Entity Identifier (UEI).
