--- ## Description This EPA opportunity funds Community-wide Assessment Grants to help communities identify, inventory, and assess brownfield sites—properties whose redevelopment is complicated by the presence or potential presence of hazardous substances, pollutants, contaminants, or petroleum. The grant supports community involvement, planning, environmental site assessments, and development of cleanup and reuse plans, but does not fund actual site cleanup. Projects are intended to help communities—especially those with ongoing or emerging brownfield challenges—prioritize and prepare sites for sustainable redevelopment. --- ## Due Dates - Application Deadline: January 28, 2026, 11:59 pm ET Key milestones: - National Outreach Webinar: December 3, 2025, 12:00 PM ET - Anticipated Notification of Selection: June 2026 - Anticipated Award Notification: September 2026 --- ## Funding Amount - Maximum award: $500,000 per applicant (requests for less are allowed) - Estimated total program funding: $35,000,000 - Expected number of awards: ~70 - Project period: Up to 4 years EPA may partially fund applications or make additional awards if funding becomes available within six months of original selections. --- ## Eligibility Eligible applicants include: - General purpose units of local government (cities, counties, municipalities, townships, parishes, local public authorities, etc.) - Land clearance authorities or quasi-governmental entities under local government supervision - Government entities created by state legislatures - Regional councils and similar multi-governmental entities - Redevelopment agencies chartered by a state - States and U.S. territories - Federally recognized Indian Tribes (except most Alaska Tribes) - Alaska Native Regional Corporations and Village Corporations, and the Metlakatla Indian Community - Nonprofit organizations with 501(c)(3) tax-exempt status - Limited liability corporations and limited partnerships where all managing members/general partners are 501(c)(3) nonprofits - Qualified community development entities as defined by IRS Code 45D(c)(1) **Ineligible:** Individuals, for-profit organizations, and nonprofits not tax-exempt under 501(c)(3). 501(c)(4) organizations may be eligible if they do not lobby the federal government and otherwise meet eligibility criteria. **Additional constraints:** - Only one application per entity is allowed. - Applicants with an open Community-wide Assessment Grant for States and Tribes are not eligible. - Entities cannot apply for (or be a non-lead coalition member of) both this and other specific EPA brownfields grants in the same cycle. - Current/past grantees must have drawn down and disbursed at least 70% of prior awards by October 1, 2025, to be eligible. --- ## Application Process - Applications must be submitted via [Grants.gov](https://www.grants.gov/search-results-detail/360897) by the deadline. - Required forms and documents: - SF-424 Application for Federal Assistance - SF-424A Budget Information - EPA Key Contacts Form 5700-54 - EPA Form 4700-4 Preaward Compliance Review Report - Project Narrative (10-page limit), including: - Application Information Sheet (3-page limit) - Threshold eligibility documentation - Community involvement plan - Financial record of prior EPA brownfields grant drawdowns (if applicable) - Discussion of contractors/subrecipients (if applicable) - Letter from relevant State or Tribal environmental authority (if applicant is not a State/Tribe) - See the [full NOFO PDF](https://api.atomgrants.com/storage/v1/object/public/grants3-sources/EPA-I-OLEM-OBLR-25-04.pdf) for detailed instructions and required attachments. - Registration in SAM.gov and Grants.gov is required; start early as registration can take weeks. --- ## Additional Information - No cost sharing or matching funds are required or permitted. - Up to 5% of the award may be used for administrative costs. - Local governments may use up to 10% for health monitoring and enforcement of institutional controls. - Participant support costs (e.g., stipends for community engagement) are allowed. - Indirect costs may be budgeted but require an approved rate. - Only eligible activities (site inventories, assessments, planning, outreach, etc.) are allowed; cleanup activities and certain administrative costs are not permitted. - Applications will be scored on project description, community need, engagement, implementation plan, and organizational capacity. - Only one application per applicant is permitted;
