This opportunity funds projects that document human rights violations and abuses globally, transforming this information into credible, policy-relevant data to support U.S. and allied sanctions, visa restrictions, law enforcement, annual Human Rights Reports, diplomatic engagement, and other accountability actions. The program aims to close operational gaps by improving the quality, accessibility, and analytical use of locally generated information, ensuring it meets the evidentiary standards required for human rights-based sanctions and related tools. Priority regions and thematic areas are determined in consultation with the Bureau of Democracy, Human Rights and Labor (DRL) and may include regions such as the Middle East, East Asia, and the Americas, as well as themes like atrocities, transnational repression, and technology-enabled repression.
