Description
This opportunity funds joint research training programs between U.S. and low- and middle-income country (LMIC) institutions to strengthen the capacity of LMIC institutions to conduct research on infectious diseases. The program is designed to address major endemic or emerging infectious diseases, neglected tropical diseases, infections that co-occur with HIV, and infections associated with non-communicable diseases in LMICs. Training may cover a broad range of scientific disciplines, including basic, epidemiological, clinical, behavioral, and social sciences, and can include clinical trial experience.
The program aims to develop a critical mass of LMIC scientists and health professionals with the expertise and leadership skills needed to conduct independent, sustainable, and internationally recognized infectious disease research relevant to their countries’ health priorities. Training programs must include didactic coursework, mentored research, and professional/career development components.

Allowable Costs:
- Stipends, tuition, and fees for trainees
- Trainee travel (including to scientific conferences)
- Training-related expenses (e.g., equipment, supplies, health insurance, publication costs, short courses)
- Salary support for program directors and key personnel (within institutional policy and NIH salary cap)
- Indirect costs: 8% of modified total direct costs (excludes tuition, equipment, and subaward costs over $25,000)
Eligibility

Eligible Applicants:
- U.S. and LMIC institutions of higher education (public or private)
- Nonprofits (with or without 501(c)(3) status), for-profit organizations, state/local/tribal governments, and other organizations
- Foreign (non-U.S.) institutions in eligible LMICs may apply with a collaborating U.S. institution, or vice versa

Key Requirements:
- The applicant institution must have a strong research program in the proposed area
- Applications must demonstrate ongoing collaboration between the U.S. and LMIC institutions (e.g., joint publications, grants, or prior training activities)
- Each PD/PI must be the PI of at least one relevant research award with at least 18 months of support remaining at the time of application
- Only individuals who are citizens of LMICs are eligible for trainee support
- HIV/AIDS-focused research training is not supported (see Fogarty HIV Research Training Program for those interests)

Clinical Trials:
- Training in clinical trials is optional; trainees may serve as lead investigators of independent or ancillary clinical trials, or gain experience in trials led by others
- HIV/AIDS clinical trial training is not supported

- Scientific merit, training environment, program leadership, mentor qualifications, trainee recruitment and outcomes, and program evaluation plan

- Training should primarily occur in the LMIC, and the program should build sustainable research capacity at the LMIC institution

- Programs are encouraged to recruit and retain LMIC trainees from groups underrepresented in infectious disease research, including women, minorities, and persons with disabilities
