The Hazard Mitigation Grant Program (HMGP), administered by FEMA and managed in Connecticut by the Division of Emergency Management and Homeland Security (DEMHS), provides funding for projects that reduce or eliminate long-term risk to people and property from natural disasters. The program is not for immediate disaster recovery, but rather for implementing mitigation strategies that strengthen community resilience and decrease the impact of future disasters. Eligible activities include hazard mitigation planning, drainage and road reconstruction, retrofitting buildings to resist wind or flood damage, property acquisition or relocation, and other measures that address known vulnerabilities.
Municipalities play a critical role as sub-applicants, identifying local hazard risks and working with homeowners and businesses to develop and submit project proposals. Homeowners and businesses cannot apply directly; they must work through their local government.
