The HOME Investment Partnerships American Rescue Plan Supportive Services Program (HOME-ARP SS) is a one-time initiative administered by the Pennsylvania Department of Community and Economic Development (DCED), funded by HUD under the American Rescue Plan. The program supports the development, rehabilitation, and preservation of affordable rental housing and the provision of a broad range of supportive services for individuals and families who meet federal qualifying population criteria. These activities are designed to address homelessness, housing instability, and related barriers for Pennsylvania’s most vulnerable residents.
HOME-ARP funds are divided between affordable rental housing (administered in partnership with the Pennsylvania Housing Finance Agency, PHFA) and supportive services. Eligible supportive services include case management, mental health services, transportation, housing search and counseling, financial assistance, and short- to medium-term rental assistance. The program prioritizes projects serving people experiencing homelessness and survivors of domestic violence, sexual assault, or human trafficking.
