This program provides competitive research funding to address urgent housing policy issues in the United States, with an emphasis on generating evidence-based, actionable insights for policymakers and communities. Projects must focus on one or more of nine specified research topics within three main categories: housing affordability, homelessness, and Opportunity Zones. The Department of Housing and Urban Development's Office of Policy Development and Research (PD&R) will fund research that advances understanding of policy levers, program effectiveness, and innovative solutions to critical challenges such as housing costs, regulatory barriers, the impact of immigration, alternatives to property taxes, homelessness measurement, and Opportunity Zone outcomes. Funded projects are expected to produce interim deliverables within the first 12 months and final reports suitable for policy use and public dissemination.
