Description
This opportunity supports the development and enhancement of clinical and translational (C&T) research capacity in states and jurisdictions eligible for the NIH Institutional Development Award (IDeA) program. The program aims to build sustainable infrastructure, develop a skilled research workforce, and foster collaborations to address health challenges prevalent in these regions. The award is intended for organizations with limited existing C&T research capacity and is structured to help them become competitive for future extramural funding.
Each funded program must establish a comprehensive plan and five required cores: Administrative, Professional Development, Community Engagement and Outreach, Research Design/Compliance/Data Management, and Health Research. The program encourages partnerships with other eligible organizations and community clinics, and requires robust governance and advisory structures.
Due Dates
- Application Deadline: October 9, 2025 (for new, renewal, resubmission, and revision applications)
- All applications are due by 5:00 PM local time of the applicant organization.
- No letter of intent is required.
Funding Amount
- Maximum Direct Costs: $1,500,000 per year (excluding consortium F&A costs)
- Project Period: Up to 5 years
- Pilot Projects: $50,000–$100,000 annual direct costs (1-year feasibility studies)
- Developmental Projects: Up to $100,000 annual direct costs (2-year projects)
- Number of Awards: Contingent on NIH appropriations and number of meritorious applications

- Must be located in an IDeA-eligible state, commonwealth, or jurisdiction (Alaska, Arkansas, Delaware, Hawaii, Idaho, Kansas, Kentucky, Louisiana, Maine, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Dakota, Oklahoma, Puerto Rico, Rhode Island, South Carolina, South Dakota, Vermont, West Virginia, Wyoming)
- Must hold externally funded C&T research grants
- Cannot be a lead or partner on an active CTR-D, CTR-N, IDeA-CTR, or CTSA Hub award
- Cannot be located in a state with an active CTR-D, CTR-N, or IDeA-CTR award

- Cannot be a lead or partner on an active CTR-N, IDeA-CTR, or CTSA Hub award

Additional Information
- Prior Approval: All Health Research Core projects require NIH prior approval before initiation.
- Restrictions: Funds cannot be used for graduate student/postdoc stipends (salary support as research staff is allowed); no overlap with ongoing funded projects; project leads cannot receive simultaneous support from another IDeA parent award.
- Evaluation: Programs will be evaluated on capacity building, workforce development, research productivity, and collaboration.
- Reporting: Annual Research Performance Progress Reports (RPPR) and financial statements required.
