Description
This NIH opportunity funds the development and enhancement of statewide or multi-state networks to build clinical and translational research (C&T) capacity in IDeA-eligible states and jurisdictions. The program aims to:
- Expand infrastructure and human resources for C&T research.
- Strengthen research addressing health challenges in IDeA-eligible populations.
- Foster collaboration among health research organizations and community clinics.
Each network must include a lead institution and partner organizations, with a focus on workforce development, research support, and community engagement. The program supports pilot, developmental, and multi-site collaborative projects, and requires a comprehensive organizational structure with defined administrative, research, and outreach cores.

Funding Amount
- Maximum Budget: Up to $3.3 million in annual direct costs (excluding consortium F&A costs).
- Project Period: Up to 5 years.
- Project Types and Budgets:
- Pilot Projects: $50,000–$100,000/year (1 year)
- Developmental Projects: Up to $100,000/year (2 years)
- Multi-Site Collaborative Projects: Up to $400,000/year (at least one required per award period)
- Total number of awards: Contingent on NIH appropriations and merit.
Eligibility
- Eligible Lead Organizations: Must be in an IDeA-eligible state, commonwealth, or jurisdiction (Alaska, Arkansas, Delaware, Hawaii, Idaho, Kansas, Kentucky, Louisiana, Maine, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Dakota, Oklahoma, Puerto Rico, Rhode Island, South Carolina, South Dakota, Vermont, West Virginia, Wyoming).
- Eligible Applicants:
- Public and private higher education institutions
- Nonprofits (with or without 501(c)(3) status)
- State, county, city, township, and special district governments
- Federally recognized and other tribal governments/organizations
- For-profit organizations (including small businesses)
- U.S. territories and possessions
- Others as specified in the FOA
- Restrictions:
- Only one application per institution.
- An organization may only participate as a lead or partner in one active CTR-N, CTR-D, or IDeA-CTR award at a time.
- Non-domestic (non-U.S.) entities and foreign components are not eligible.
- PD/PI Requirements: Must have a primary appointment at the applicant organization and a track record in externally funded C&T research.
Application Process
- Submission: Applications must be submitted electronically via Grants.gov using NIH ASSIST or an institutional system-to-system solution.

- Overall Plan (12 pages)
- Five required cores: Administrative, Research Design/Compliance/Data Management, Community Engagement/Outreach, Professional Development, Health Research (each 6–12 pages)
- Optional additional cores as needed
- Key Steps:
- Complete all required registrations (SAM, eRA Commons, Grants.gov, UEI).
- Follow the NIH Multi-Project Application Guide and all program-specific instructions.
- Include institutional letters of support and a data management and sharing plan.
- Only one application per institution is allowed.
- Review Criteria: Scientific merit, innovation, significance, approach, investigator qualifications, environment, and core-specific criteria.
