    Description

    This opportunity from the U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) seeks applications from qualified organizations to implement a program aimed at increasing recruitment of qualified candidates into the Colombian National Police (CNP) from regions critical to U.S. interests—areas with high levels of coca production, narcotrafficking, and child recruitment by criminal organizations. The program’s goal is to build a more capable and professional police force in these strategic areas, thereby disrupting transnational criminal and terrorist organizations and reducing the flow of illicit drugs, weapons, and human trafficking that threaten the United States.

    The program will provide scholarships and structured financial support to approximately 1,000 CNP students per year (600 non-commissioned officers, 400 commissioned officers), with the implementer responsible for electronic fund transfers, minimizing cash handling, and maintaining robust internal controls. The implementer will also work closely with the CNP and INL to pre-select candidates, monitor recipient performance, organize recruitment events, and support communications/outreach activities. Regular reporting and collaboration with INL Bogota are required.
