This opportunity supports the creation of a new Center for Independent Living (CIL) in Guam, aiming to enhance the independence and community integration of people with significant disabilities. The funded center must deliver a comprehensive suite of independent living services, including information and referral, skills training, peer counseling, advocacy, and transition support for individuals moving from institutions to community settings. The program is authorized under the Rehabilitation Act of 1973, as amended.

Eligibility
Eligible applicants must:
- Be consumer-controlled, community-based, cross-disability, nonresidential, private nonprofit agencies (including Indian tribal organizations, faith-based, and community-based organizations).
- Have the legal authority to carry out the purpose of Title VII, Part C of the Rehabilitation Act and perform required functions in Guam.
- Propose to serve areas in Guam identified as unserved or underserved.
- Demonstrate alignment with Guam’s State Plan for Independent Living.
- Be governed by a board with a majority of members who are people with significant disabilities, and ensure that the majority of staff (including decision-makers) are people with disabilities.
- Foreign entities are not eligible.

Additional Information
- Core required services: Information and referral, independent living skills training, peer counseling, individual and systems advocacy, and transition services (from institutions to community, for at-risk individuals, and for youth).
- Other eligible services: Housing assistance, rehabilitation technology, mobility training, personal assistance, transportation, counseling, and more.
- Reporting: Annual performance and financial reports are required.
- Unallowable costs: Construction/major rehabilitation, basic research, and continuation of existing projects without expansion or innovation.
- Indirect costs: May use an approved rate or a de minimis rate (15% of modified total direct costs).
- No cost-sharing required.
- Selection factors: Merit review, geographic distribution, past performance, and available funding.
