Summary: Supports state workforce agencies in partnering with employers to deliver outcomes-based skills training for in-demand jobs in priority industries.
Key Information: Only State Workforce Agencies are eligible to apply as leads; strong employer partnerships required.
This grant program provides substantial funding to State Workforce Agencies (SWAs) to develop and expand industry-driven training programs that address critical workforce needs in high-growth and emerging industries. The initiative is designed as a public-private partnership, enabling SWAs to reimburse employers for a significant portion of training costs when upskilling new or incumbent workers. The program prioritizes industries such as skilled trades (including shipbuilding), AI infrastructure, advanced manufacturing, nuclear energy, domestic mineral production, and information technology.
At least $5 million of the total funding is reserved for training in the shipbuilding industry. The program specifically encourages projects aligned with state workforce strategies and the Workforce Innovation and Opportunity Act (WIOA) State Plans. Grants are outcomes-based, with reimbursements to employers tied to training completion and employment retention milestones.
