Description
This opportunity funds a national program to reduce financial disincentives for living organ donation. The program provides means-tested reimbursement for lost wages, transportation, lodging, meals, and dependent care (child and elder care) expenses, as well as other approved costs, to eligible living organ donors. The goal is to increase access to living organ donor transplants, particularly for patients on the national organ transplant waiting list, and to address disparities by making donation more accessible to individuals from medically underserved communities.
The awardee will be responsible for administering the reimbursement program, collaborating with HRSA and other stakeholders, collecting and reporting data, and supporting outreach and education efforts in partnership with the recipient of the related public education award (HRSA-25-083).

Eligibility
Eligible applicants include a wide range of domestic organizations:
- Public and private institutions of higher education
- Nonprofits (with or without 501(c)(3) status)
- For-profit organizations (including small businesses)
- State, county, city, township, and special district governments (including DC, territories, and Freely Associated States)
- Independent school districts
- Federally recognized and other Native American tribal governments and organizations
- Transplant centers and qualified organ procurement organizations (OPOs)
Note: Individuals are not eligible. Only one application per organization is allowed.
Application Process
- Register Early: Ensure your organization is registered and active in SAM.gov and Grants.gov.
- Prepare Application: Follow the HRSA application guide and the specific NOFO instructions. The application includes:
- Project abstract
- Project narrative (including needs, approach, work plan, evaluation, organizational info)
- Budget and budget narrative
- Attachments (work plan, staffing plan, biographical sketches, agreements, org chart, indirect cost rate agreement if applicable)
- Required federal forms (SF-424, SF-424A, etc.)
- Submit via Grants.gov: Search for opportunity number HRSA-25-082 and submit by the deadline.
- Attend Technical Assistance Webinar: Optional but recommended for applicants.
Page Limit: 40 pages for the main narrative and attachments (some items, like biographical sketches, do not count toward the limit).
Additional Information
