Description
This opportunity provides administrative supplements to existing NIH grants and cooperative agreements. The supplements are intended to support unforeseen costs that arise within the original scope of an active, peer-reviewed NIH award. Supplements may be used to address unanticipated expenses or to achieve new research objectives, provided these remain within the approved aims of the parent project. All NIH Institutes and Centers (ICs) participate, but requirements and deadlines may vary by IC and by specific Notices of Special Interest (NOSIs).
Supplements do not change the overall scope or clinical trial designation of the parent award. All requests are considered prior approval actions and are subject to administrative review by the awarding IC.
Due Dates

Funding Amount
- Budget: No set maximum; requests must not exceed the current parent award’s budget and must reflect the actual needs of the proposed supplement activities.
- Project Period: Must be within the currently approved project period of the parent award.
- Number of Awards: Contingent on NIH appropriations and the number of meritorious applications.
- Cost Sharing: Not required.
Eligibility
- Eligible Applicants:
- All organizations administering an eligible, active NIH grant or cooperative agreement.
- Includes: public and private higher education institutions, nonprofits (with or without 501(c)(3) status), for-profit organizations (including small businesses), state and local governments, tribal governments and organizations, independent school districts, public housing authorities, faith-based and community organizations, regional organizations, and non-U.S. (foreign) entities.
- Parent Award Requirements:
- The parent award must be active.
- The supplement must address unforeseen costs within the original, peer-reviewed scope.
- The supplement must be accomplished within the competitive segment of the parent award.
- Individuals: The PD/PI of the parent award must submit the supplement request; for multi-PI awards, any or all PIs may request, per the leadership plan.
Application Process
- Consultation: Applicants must discuss potential supplement requests with the awarding NIH Institute/Center (IC) and review IC-specific requirements before submission. See the NIH IC supplement page for details.
- Submission:
- Applications must be submitted electronically via Grants.gov, NIH ASSIST, or an institutional system-to-system solution.
- Use the SF424 (R&R) forms, selecting “Revision” as the application type.
- Complete all forms for the supplement activities only (do not include parent award activities).
- Required registrations: DUNS/UEI, SAM, eRA Commons, Grants.gov.
- Required Documents:
- Research Strategy (including summary/abstract of the parent award)
- Budget (for supplement activities only)
- Biographical sketches for new/additional personnel
- IACUC/IRB documentation if applicable
- Other forms as required by the parent award’s activity code
- Review: Supplements are administratively reviewed by NIH staff (not peer reviewed). Criteria include justification of need, alignment with parent award scope, and reasonableness of budget and period.
Additional Information
- Clinical Trials: Supplements may be requested for awards with or without clinical trials, but may not change the overall clinical trial designation.
- Foreign Institutions: Non-U.S. organizations and components are eligible.
- Multiple Applications: Organizations may submit more than one supplement request if each is distinct.
- Reporting: Progress and budget for the supplement must be included in the parent award’s progress report (RPPR), clearly delineated.
