Description

This Broad Agency Announcement (BAA) from the National Oceanic and Atmospheric Administration (NOAA) invites applications for special projects, research, education, outreach, and innovative programs that align with NOAA’s strategic plan and mission goals. The BAA is not intended to fund existing NOAA awards, but rather to encourage new initiatives that are not addressed through NOAA’s standard competitive programs. Each NOAA Line Office (e.g., National Marine Fisheries Service, National Ocean Service, National Weather Service, Office of Atmospheric Research, Office of Education, National Environmental Satellite Data Information Service) has a separate BAA, and applicants must submit to the office that best fits their project.

Projects may address a wide range of topics, including but not limited to marine and coastal ecosystem viability, weather and climate information, climate change science, and support for global commerce and transportation. The BAA is open to a variety of project types, including research, education, outreach, and sponsorships (e.g., conferences, newsletters).

• Rolling submissions: Applications are accepted and reviewed on a rolling basis until the deadline.
• Note: Applications received after the deadline will not be reviewed or considered for funding.

Funding Amount

• Award size: No predetermined minimum or maximum; funding is contingent on the availability of appropriations and the scope of the proposed project.
• Project period: Typically one year, but may be negotiated if recommended for funding.
• Type of award: Grant or cooperative agreement, depending on NOAA’s level of involvement.
• Cost sharing: Not required unless the statutory authority for the project mandates it.

Application Process

• Identify the appropriate Line Office: Submit your application to the BAA for the NOAA Line Office that best fits your project. Descriptions of NOAA Line Offices
• Application package: Obtain and submit through Grants.gov (NOAA-NESDISPO-STAR-2024-27967).
• Required components:
  • SF-424 Application for Federal Assistance (signed)
  • Title page (1 page)
  • Project synopsis (1 page)
  • Project description (up to 15 pages)
  • Budget and detailed budget justification (see NOAA Budget Narrative Guidance)
  • Resumes for key personnel
  • Assurances (SF-424B or SF-424D)
  • Certification Regarding Lobbying (CD-511)
  • Data Management Plan (if applicable)
  • NEPA Questionnaire (if applicable)
  • Indirect cost rate agreement (if requesting >10% indirect costs)
• Submission: Applications must be submitted electronically via Grants.gov. Registration in SAM.gov and Grants.gov is required and may take several weeks.
• Multiple submissions: If submitting the same application to more than one Line Office, state this in your application and notify all relevant contacts.

• Review process: Applications are reviewed individually (not compared to each other) for alignment with NOAA’s mission, technical merit, applicant qualifications, budget, and outreach/education strategy.
• Award timeline: Awards are typically made 3–6 months after receipt of a complete application, subject to availability of funds.
• Reporting: Semi-annual financial and performance reports are required.
• Data sharing: Environmental data collected or created under NOAA awards must be made publicly accessible, with a Data Management Plan included in the application.
• Pre-award costs: Allowed up to 90 days before the award start date, at the applicant’s own risk.
