This competitive, reimbursement-based grant program funds the development of planning reports and mapping for non-agricultural nonpoint source water quality improvement projects and Municipal Separate Storm Sewer Systems (MS4s) in New York State. The goal is to prepare eligible entities for future construction and implementation funding by supporting comprehensive planning activities, including stormwater system mapping and stormwater management program planning for regulated MS4 Operators. Eligible planning efforts include green infrastructure, streambank stabilization, wetland restoration, floodplain management, winter road maintenance, dam safety, and more.
