This NSF program aims to strengthen the research infrastructure and competitiveness of eligible EPSCoR (Established Program to Stimulate Competitive Research) jurisdictions—U.S. states, territories, and commonwealths with historically low levels of NSF funding. The program funds large-scale, collaborative projects that build sustainable research networks, foster workforce development, and catalyze innovation in STEM fields. Proposals must address a significant research topic aligned with the jurisdiction’s science and technology priorities and demonstrate how the project will enhance the jurisdiction’s research ecosystem and societal impact.
