The NYS HOME American Rescue Plan Program (NYS HOME-ARP) is a federally funded initiative administered by the New York State Housing Trust Fund Corporation (HTFC) under Homes and Community Renewal (HCR). The program aims to address critical housing gaps for vulnerable and qualifying populations by funding the development and preservation of affordable rental housing, acquisition and development of non-congregate shelters (NCS), and nonprofit capacity building across New York State. The program prioritizes increasing the permanent supply of housing for individuals and families experiencing or at risk of homelessness, those with disabilities, survivors of domestic violence or human trafficking, people exiting institutional care, and others facing housing instability.
