The Office of Naval Research (ONR) invites proposals under its Broad Agency Announcement (BAA) for Science and Technology for Advanced Manufacturing Projects (STAMP). This funding opportunity targets innovative research and development in advanced manufacturing technologies that can support current and future Navy and Marine Corps needs.
Eligible applicants include responsible sources from academia, industry, and the global research community. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to participate, although there are no specific set-asides for these groups or for small businesses.
Certain organizations are excluded from receiving direct awards under this BAA, including Federally Funded Research & Development Centers (FFRDCs), Department of Energy National Laboratories, Navy laboratories, military universities, warfare centers, and other DoD or civilian agency labs. However, these entities may participate as subcontractors or team members if allowed by their governing agreements.
Proposals must demonstrate willingness to cooperate and share software, data, and information with other contractors and system integrators selected by ONR to ensure integrated program success.
Applicants must disclose current and pending support to avoid conflicts of interest or ineligibility. ONR may request updates on support information throughout the project period, which could affect continued funding.
This BAA is part of ONR’s broader effort to foster cutting-edge scientific and technological advances in manufacturing that can provide strategic advantages to naval forces.
