The Open World program is a U.S. Congress-funded professional exchange initiative administered by the Congressional Office for International Leadership, with logistics support from the American Councils for International Education. The program selects emerging leaders—typically about 35 years old, with an advanced degree and demonstrated professional achievement—from Estonia, Georgia, Latvia, Lithuania, Moldova, Poland, Romania, Ukraine, and Uzbekistan. Participants spend ten days in the United States engaging with their professional counterparts, exploring topics such as accountable governance, NGO development, public health, economic development, environmental issues, and the rule of law. The experience includes meetings with U.S. officials, immersive cultural activities, and homestays with American host families.
