The OSPR - Harbor Safety initiative, managed by the California Department of Fish and Wildlife's Office of Spill Prevention and Response (OSPR), is dedicated to enhancing maritime safety in California’s five major harbors. The program convenes Harbor Safety Committees (HSCs) composed of diverse stakeholders to collaboratively plan, assess, and improve the safe navigation and operation of tank ships, tank barges, and other vessels. The initiative aims to protect both the environment and public interests by addressing region-specific safety issues, developing harbor safety plans, and recommending best practices for vessel traffic, emergency response, and environmental protection.
