This program funds the development and rigorous evaluation of innovative adolescent pregnancy prevention interventions aimed at high-risk and vulnerable youth populations. Projects must address service gaps and build the evidence base for effective strategies, particularly for youth in foster care, juvenile justice, trafficking survivors, runaway/homeless youth, youth with HIV/AIDS, expectant and parenting youth under 21 and their partners, and those in areas with high youth birth rates. Funded projects are required to implement at least three of six congressionally mandated adulthood preparation subjects (APS): healthy relationships, adolescent development, financial literacy, parent-child communication, educational and career success, and healthy life skills. Interventions must be evaluated through randomized controlled trials or quasi-experimental designs by an independent third-party evaluator, and must have promising preliminary evidence but not yet have undergone such rigorous evaluation.
