Description
The Office of Refugee Resettlement (ORR), within the Administration for Children and Families (ACF), invites applications from eligible organizations to administer the Placement and Coordination (PC) Program. This initiative funds new providers (not currently implementing the Program of Initial Resettlement, PIR) to deliver initial resettlement and intensive case management (ICM) services to refugees, asylees, and other eligible populations across the United States. The program aims to diversify service providers, strengthen the national resettlement framework, and foster innovative, community-responsive approaches to supporting economic self-sufficiency, family stability, and successful integration.
PC providers will either directly serve assigned cases or work through a network of local resettlement providers (LRPs). Services include airport reception, securing housing, benefits enrollment, cultural orientation, and ongoing support for those with significant vulnerabilities. Organizations must demonstrate capacity to manage both PIR and ICM components, coordinate with local partners, and align with ACF’s vision and priorities.
