The Instrument for Pre-Accession Assistance (IPA III) is the European Union’s primary funding mechanism to support reforms and development in countries seeking EU membership. The programme provides financial and technical support to EU candidate countries and potential candidates—currently Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia, and Türkiye—to help them adopt EU values, align with EU legislation, and strengthen their political, legal, institutional, and economic systems.
IPA III aims to foster stability, security, and prosperity in the region, benefiting both the target countries and the EU. Funding is strategically directed towards key priorities such as rule of law, fundamental rights, democracy, governance, green transition, competitiveness, inclusive growth, and cross-border cooperation. The programme supports a wide range of beneficiaries, including civil society, media, SMEs, vulnerable groups, scientists, artists, farmers, and students, through grants, technical assistance, and infrastructure investments.
