The program establishes a roster of "approved but unfunded" (ABU) applicants—jurisdictions and public health organizations that have undergone merit review and are eligible to receive expedited funding if and when a PHE is declared.
The mechanism is not intended for capacity-building or to establish new emergency management programs, but rather to support surge needs and restore lost capacity in existing programs during a crisis. Funding is only activated when the CDC determines a PHE exists or is imminent, and is contingent on appropriations.
Applicants must submit work plans and budgets demonstrating their ability to respond to a PHE, and must show that proposed activities will not duplicate or supplant other federal funding. If the NOFO is activated for a specific emergency, CDC will provide supplemental guidance tailored to the event.
