    Description

The Public Sector Investment Facility (PIF) is a flagship development finance instrument administered by the Finland Ministry for Foreign Affairs. It provides concessional financing for public sector investment projects in developing countries that align with the UN Sustainable Development Goals (SDGs) and leverage Finnish technology and expertise. PIF combines development cooperation funds with export credits, significantly reducing investment costs for recipient countries. The facility is structured around a partnership model: the Ministry grants financial assistance (covering interest and a portion of the investment), while Finnvera (Finland's export credit agency) provides buyer credit guarantees. Projects must demonstrate clear development impacts and sustainability, and are implemented in close cooperation with Team Finland operators. Supported sectors include social infrastructure, water supply, energy, cleantech, and other areas compatible with national development strategies.
