Summary: Supports organizations in establishing and managing matched savings accounts (IDAs) for low-income refugees to build assets such as homes, businesses, vehicles, or education.
Key Information: No cost-sharing required; match refers to federal funds for client savings, not grantee match.
Description
The Office of Refugee Resettlement (ORR), part of the Administration for Children and Families (ACF), anticipates funding for projects that establish and manage Individual Development Accounts (IDAs) for low-income refugees. The program aims to help refugees achieve economic self-sufficiency by supporting asset-building activities. Eligible participants systematically save toward specific asset goals, and the program provides a federal match for these savings.
Asset goals include:
- Homeownership
- Business capitalization
- Vehicles for education or work
- Professional certification
- Postsecondary or continuing education (including college entrance exam fees, TOEFL, and GED preparation/test fees)
Recipient organizations use ORR funds to match refugee savings up to $3,000 per individual and $6,000 per household. The match is federal funding allocated to client savings, not a requirement for the grantee to provide matching funds. Awardees are expected to coordinate with ORR and the existing refugee IDA network to ensure effective program delivery.
