This program, administered by New York State Homes and Community Renewal, aims to expand the capacity of local nonprofit lenders (Community Development Financial Institutions and licensed lending institutions) to help low- and middle-income single-family homeowners across New York State make their homes more resilient to flooding and extreme weather. Awardees will manage a combination of construction loans and forgivable grants, enabling eligible homeowners to implement measures such as flood mitigation, energy efficiency upgrades, and home electrification. Program administrators are responsible for outreach, loan origination and servicing, construction management, and reporting to ensure program success and prevent displacement after weather-related disasters.
