The Source Water Buffer Program, administered by the New York State Soil and Water Conservation Committee in coordination with the Department of Agriculture and Markets, provides funding to protect public drinking water and enhance water quality. The program funds the purchase of conservation easements and supports projects that establish or enhance vegetated or forested riparian buffers on farmland adjacent to critical water sources. These buffers filter surface runoff and shallow groundwater, helping to safeguard the quality of New York State’s aquifers, reservoirs, lakes, rivers, and streams. Funding is provided through the Clean Water Infrastructure Act of 2017.
The program aims for long-term protection of source water areas, mitigating nutrient pollution and ensuring water quality for future generations. Eligible projects may include both the acquisition of conservation easements (either perpetual or 50-year term) and the implementation of buffer systems.
