The New York State Department of Agriculture and Markets is seeking proposals from qualified not-for-profit organizations to serve as the sole administrator of the state's Animal Population Control Program (APCP), as mandated by Agriculture and Markets Law section 117-a. The program’s goal is to reduce the population of unwanted and stray dogs and cats (excluding New York City) by supporting and funding low-cost spay/neuter services delivered by eligible providers. The selected administrator will oversee program operations, solicit and evaluate provider applications, award grants, ensure compliance and effective use of funds, and report annually to state officials.
