Description
The Richard W. Collins III Leadership with Honor Scholarship offers financial support to Maryland residents who are enrolled in the ROTC program at one of the state's Historically Black Colleges and Universities (HBCUs). Established in memory of Richard W. Collins III, the scholarship recognizes students who demonstrate leadership and a commitment to service, assisting them in pursuing both their education and ROTC training. The program is administered by the Maryland Higher Education Commission (MHEC) through its Office of Student Financial Assistance (OSFA).
