This funding opportunity, part of North Dakota’s Rural Health Transformation Program (RHTP), provides technical assistance and comprehensive analysis to rural Federally Qualified Health Centers (FQHCs) and Critical Access Hospitals (CAHs) across North Dakota. The goal is to help these facilities plan for “rightsizing” their services, licensure, and operational scope to better align with current and projected community health needs. Awardees will receive support through compliance guidance, financial and operational assessments, and strategic planning—all designed to ensure essential services remain accessible, efficient, and sustainable in rural areas. The program focuses on data-driven decision-making, readiness for future care models, and strengthening the rural health infrastructure. Participation in this technical assistance phase is required to be eligible for future RHTP implementation funding.
