Description
The Safe Streets and Roads for All (SS4A) program provides competitive grants to support local, regional, and Tribal initiatives aimed at preventing roadway fatalities and serious injuries. Funding is available for both the development and implementation of comprehensive safety action plans, as well as for supplemental planning and demonstration activities that inform or enhance these plans. The program is part of the Infrastructure Investment and Jobs Act (IIJA) and aligns with the U.S. Department of Transportation’s National Roadway Safety Strategy and Safe System Approach.
Due Dates
- May 9, 2025: Pre-application eligibility review requests for Implementation Grants must be submitted.
- May 29, 2025: Deadline for submitting technical questions.
- June 26, 2025 (5:00 PM EDT): Final deadline for all Planning, Demonstration, and Implementation Grant applications.
Funding Amount
- Total FY25 Program Funding: Up to $982,260,494.
- Implementation Grants: $2,500,000–$25,000,000 per award (expected 40–70 awards).
- Planning and Demonstration Grants: $100,000–$5,000,000 per award (expected 400–700 awards).
- Cost Share: Federal share up to 80%; minimum 20% local match (non-federal), with some exceptions for Tribal and insular area applicants.
- Period of Performance: Up to 5 years.
Eligibility
Eligible applicants include:
- Metropolitan planning organizations (MPOs)
- Political subdivisions of a State or territory (e.g., cities, counties, towns, special districts, certain transit agencies)
- Federally recognized Tribal governments
- Multijurisdictional groups of the above entities (must designate a lead applicant)
Additional notes:
- Nonprofits are only eligible if created under State law with roadway safety/planning responsibilities equivalent to a political subdivision.
- States and State DOTs are not eligible applicants.
- Only one application per applicant is allowed.
- Implementation Grant applicants must have an eligible Action Plan (developed or updated since 2020) or use a qualifying plan from a higher-level jurisdiction.
Application Process

- Pre-application eligibility review (for Implementation Grants): Submit Self-Certification Eligibility Worksheet and supporting plans by May 9, 2025, to SS4A@dot.gov.
- Required documents include standard federal forms (SF-424 series), project narrative, budget, maps, and (for Implementation Grants) a completed Self-Certification Eligibility Worksheet.
- Match documentation: Applicants must demonstrate the source and amount of the required non-federal match.

Additional Information
- Eligible Activities:
- Planning and Demonstration Grants: Develop or update a comprehensive safety action plan, conduct supplemental planning, and/or carry out demonstration activities (e.g., pilot projects, feasibility studies).
- Implementation Grants: Implement projects and strategies identified in an eligible Action Plan, including infrastructure, behavioral, operational, and post-crash care interventions. May also include supplemental planning and demonstration activities.
- Prioritization: Projects that address high fatality rates, benefit underserved communities, and have not previously received SS4A funding may receive priority.
- Restrictions: No more than 15% of total FY25 funds may be awarded to applicants in a single state. At least 40% of funds must support Action Plan development or related activities.
- Reporting: Awardees must provide quarterly progress and financial reports, and a final report within 120 days of project completion.
- Compliance: Recipients must comply with federal civil rights, ADA, NEPA, and Buy America requirements.
