    Description

The California Ocean Protection Council’s Senate Bill 1 Sea Level Rise Adaptation Grant Program provides funding to local and regional governments, special districts, tribes, and eligible nonprofits for the development and implementation of sea level rise (SLR) adaptation plans and projects. The program is structured in two primary tracks:

    • Track 1: Supports SLR adaptation planning, including community visioning, vulnerability assessments, data collection, and the creation of adaptation plans. Proposals are accepted on a rolling, quarterly basis.
    • Track 2: Funds the implementation of nature-based SLR adaptation projects identified in approved or in-progress adaptation plans. This track operates on a competitive, annual cycle.

There is also a dedicated funding stream for California Native American tribes to support the protection of tribal cultural resources and ancestral lands. The program emphasizes equity, with significant funding set aside for projects benefiting disadvantaged, severely disadvantaged, and vulnerable populations.

A Technical Assistance Program is available to help eligible applicants—especially environmental justice communities, tribes, and small/rural communities—overcome barriers to planning and implementation.
