The Senate Bill 1 Sea Level Rise Adaptation Grant Program, administered by the California Ocean Protection Council (OPC), provides funding to local and regional governments, tribes, and eligible organizations to develop and implement plans and projects that build resilience to sea level rise (SLR) along California’s coast and San Francisco Bay. The program is part of California Climate Investments and is designed to address urgent climate threats by supporting both planning (Track 1) and implementation (Track 2) projects, with a strong emphasis on equity, environmental justice, and tribal partnerships.
