This opportunity funds a comprehensive initiative to modernize and strengthen Illinois' Temporary Assistance for Needy Families (TANF) and Supplemental Nutrition Assistance Program (SNAP) Employment & Training (E&T) systems. The selected technical assistance partner will collaborate with the Illinois Department of Human Services (IDHS) Office of Workforce Development to assess and improve program operations, provider capacity, infrastructure, and participant experience statewide. The project will involve business process redesign, updated policies and manuals, modernized referral and intake systems, enhanced case management, performance management, and expansion of provider networks. The goal is to create a sustainable, high-quality, workforce-aligned E&T system that increases economic mobility, accountability, and access for participants across Illinois.
