Description
The Society of Actuaries (SOA) Research Institute, through its Health Care Cost Trends Strategic Research Committee, seeks an objective, data-driven study of how recent enrollment changes relate to morbidity and health care costs in the Marketplace and broader ACA-compliant individual market. The study should focus primarily on plan years 2025 and 2026, using earlier years for context where appropriate; emerging 2027 experience may be incorporated if available.
The research must distinguish plan selections from effectuated and sustained coverage, and observed associations from causal effects. It should examine population-selection effects separately from medical trends and other cost drivers. The final report should explain its data, methods, assumptions, limitations, and practical implications for actuaries working on experience analysis, risk adjustment, and rate development.
