Description
The State Homeland Security Program (SHSP) is part of the federal Homeland Security Grant Program (HSGP), administered in Georgia by the Georgia Emergency Management and Homeland Security Agency (GEMA/HS). Funding comes from the U.S. Department of Homeland Security, FEMA, and the Grant Programs Directorate. The program supports state, tribal, territorial, and local preparedness activities addressing high-priority gaps in terrorism preparedness and readiness for threats, hazards, and other catastrophic events.
Supported work includes planning, organization, equipment purchases, training, exercises, and management and administration across Prevention, Protection, Mitigation, Response, and Recovery. FY 2026 priorities include protecting soft targets and crowded places, supporting Homeland Security Task Forces and fusion centers, integrating cybersecurity resiliency, enhancing election security, and supporting border crisis response and enforcement.
