--- ## Description The Strategic Innovation for Revenue Collection (SIRC) Program, administered by the DOT Federal Highway Administration, funds pilot projects that test the feasibility of road usage fees and other user-based alternative revenue mechanisms. The program aims to help maintain the long-term solvency of the Highway Trust Fund by exploring innovative approaches to transportation funding beyond traditional fuel taxes.
