Description
This grant supports a single Coordination and Support Action (CSA) to facilitate the coordinated deployment of the Future Railway Mobile Communication System (FRMCS) across Europe. FRMCS is the successor to the GSM-R system, which is becoming obsolete. The project will back the activities of the European FRMCS Deployment Group and its dedicated subgroups, focusing on programme management, capacity mapping, cost and risk analysis, stakeholder engagement, technical expertise, guidelines development, communication, dashboard implementation, knowledge sharing, and market readiness.
The aim is to ensure a safe, efficient, and synchronized rollout of FRMCS, aligning sector-wide objectives, mitigating operational and financial risks, and supporting the digital transformation of European railway telecommunications.
Key activities include:
- Central coordination of deployment planning and monitoring
- Capacity mapping and readiness analysis across Member States
- Cost, business, and risk analyses for FRMCS implementation
- Stakeholder management and targeted communication
- Development of deployment guidelines and migration scenarios
- Technical support on system authorization, cybersecurity, and RAMS
- Establishment of a European deployment dashboard
- Knowledge sharing and acceleration of best practices
- Risk and deviation management frameworks
- Supporting market readiness for swift FRMCS deployment
The action is expected to interact closely with the EU-Rail High-Level and FRMCS Deployment Subgroup, the System Pillar, and relevant flagship projects, ensuring alignment and knowledge transfer.
