--- ## Description This program provides cooperative agreements to federally recognized Tribes and Tribal Organizations to support the costs associated with preparing for and participating in negotiations to enter the Indian Health Service (IHS) Tribal Self-Governance Program (TSGP). The TSGP allows Tribes to assume greater control over their health care delivery by negotiating compacts and funding agreements with IHS, tailoring health programs to meet their communities' specific needs. The cooperative agreement covers activities such as legal and budgetary research, internal planning, and the negotiation process itself, helping Tribes transition into or expand participation in the TSGP. The program emphasizes government-to-government collaboration and respects the unique priorities and circumstances of each Tribe. --- ## Due Dates - Application Deadline: August 1, 2025 (11:59 p.m. Eastern Time) - Expected Award Date: September 1, 2025 - Earliest Start Date: September 1, 2025 --- ## Funding Amount - Award Ceiling: $84,000 per project - Award Floor: $84,000 per project - Project Duration: 1 year - Total Estimated Program Funding: $252,000 - Expected Number of Awards: 3 Only one award per applicant is allowed. Awards are subject to availability of appropriated funds. --- ## Eligibility Eligible applicants must be one of the following: - Federally recognized Indian Tribes (as defined by 25 U.S.C. 1603) - Tribal Organizations (as defined by 25 U.S.C. 5304(l)) - Inter-Tribal Consortia (as defined at 42 CFR 137.10) Additional requirements: - Must submit an official Tribal Resolution or equivalent official action authorizing participation. - Must demonstrate financial stability and management capacity for at least three consecutive fiscal years prior to application. - Tribes prohibited from contracting under the Indian Self-Determination and Education Assistance Act (ISDEAA) are not eligible. - Only one application per eligible entity; concurrent projects under this program are not permitted. - Individuals and foreign organizations are not eligible. --- ## Application Process 1. **Register Early**: Applicants must be registered with [SAM.gov](https://sam.gov/) (Unique Entity Identifier required) and [Grants.gov](https://grants.gov/) before applying.
