This program provides cooperative agreements to federally recognized Indian Tribes and eligible Tribal organizations to support the costs of preparing for and engaging in negotiations with the Indian Health Service (IHS) to participate in or expand their involvement in the Tribal Self-Governance Program (TSGP). The TSGP allows Tribes to assume control over health programs, services, functions, and activities (PSFAs) otherwise provided by IHS, offering flexibility to tailor health care delivery to the unique needs of their communities. Funding covers critical activities such as legal and budgetary research, planning, and the negotiation process itself, enabling Tribes to determine the best approach for managing their health care programs.
