Description
The U.S. Embassy Singapore Public Diplomacy Small Grants Program provides funding for projects that foster connections and mutual understanding between the United States and Singapore. The program supports a wide range of activities, including academic, cultural, and professional exchanges, with the goal of strengthening bilateral relations and people-to-people ties. All funded projects must include an American element, such as collaboration with U.S. experts, organizations, or institutions, and should promote increased understanding of U.S. policies, perspectives, or values.
Thematic priorities include entrepreneurship, innovation, economic opportunity, countering disinformation and cybercrime, health and environmental cooperation, U.S. higher education, open and inclusive societies, media literacy, and the innovative use of social media.

Eligible applicants include:
- Registered not-for-profit organizations (including think tanks and NGOs) with programming experience
- Public and private educational institutions
- Public international organizations and governmental institutions
- Individuals
For-profit or commercial entities are typically not eligible.
Applicants must be based in the United States or Singapore.

SAM.gov Registration:
- Organizations must have a Unique Entity Identifier (UEI) and active SAM.gov registration.
- Individuals are not required to register.
- Registration can take 4–8 weeks; start early.

- Email all materials to SingaporePDSCultural@state.gov with “Small Grants Program Application” and the applicant’s name in the subject line.

- Proposals are reviewed by a Grants Review Committee.
- Evaluation criteria include program quality, feasibility, organizational capacity, alignment with Embassy priorities, budget justification, monitoring/evaluation, sustainability, and support for equity/underserved communities.
Additional Information
- All programs must engage Singaporeans and include an American element.
- Ineligible activities: Partisan political activity, charitable/development activities, construction, religious activities, fundraising, lobbying, scientific research, institutional development, duplicative programs, or those not addressing stated priorities.
- Award funds cannot be used for alcoholic beverages or profit-earning programs.
- Payments are made in at least two installments.
- Reporting: Financial and programmatic reports are required as specified in the award document.
- Compliance: Recipients must comply with all applicable U.S. federal anti-discrimination laws and Department of State terms and conditions.
